Anthropic's $1 federal pricing lapses into a 40% discount open to all government levels
Anthropic's promotional $1-per-agency pricing for the federal government, struck with the General Services Administration in August 2025, expires October 31, per ExecutiveGov's reporting on the original deal. Days ahead of that deadline, Anthropic said on October 27 it is replacing the nominal fee with a standing 40% discount on Claude Enterprise, Claude for Government, and the Claude API, and for the first time extending that pricing to state, local, tribal, and territorial governments rather than just federal agencies, per Anthropic's announcement.
What
Under the new GSA agreement, the 40% discount applies whether an agency buys directly from Anthropic today or, in the coming months, through a cloud provider such as AWS or Google Cloud, per Anthropic. Agencies carry no minimum spend commitment and pay only for what they use. Anthropic said roughly 500 US federal, state, and local government organizations already use Claude, that weekly active users of Claude for Government are up about eightfold since February, and that usage across federal civilian agencies has grown about twentyfold over the past year, figures the company reported itself. Anthropic and GSA estimate the discount will save government customers $1 billion.
The free-trial era is ending just as the price floor gets more durable
The shift matters less for the discount math, 40% off list is smaller than the effective discount under $1 pricing, and more for who it now covers. The original OneGov deal applied only to the federal executive, legislative, and judicial branches. The new agreement folds in every state, city, county, tribal, and territorial government, a much larger buyer pool that the $1 offer never reached. Agencies currently running on the expiring $1 rate move to a smaller but open-ended discount rather than a full-price cliff, while agencies that could not use the federal-only deal get a standing price break for the first time. Claude for Government reached FedRAMP High general availability on September 30, per Anthropic, and Claude Enterprise is pursuing FedRAMP Moderate authorization through the FedRAMP 20x program, so the pricing change lands alongside expanded compliance cover rather than in place of it.
Context and reactions
Anthropic's own case studies illustrate the usage growth it cited: the company said Utah gave Claude Code to 34 developers across 10 state agencies, and 80% had a working environment within 30 minutes while 71% reported saving more than 20 hours each by the end of a four-week pilot, per Anthropic's post. Those are vendor-reported figures with no independent agency confirmation cited in the announcement. OpenAI and Google have pursued parallel public-sector pricing deals of their own over the past year, part of a broader contest among frontier labs for government contracts as procurement cycles that once took years compress under OneGov-style agreements.
What to watch next
Watch whether any state or local government publishes its own account of switching to the 40% rate, and whether Anthropic or GSA disclose actual uptake numbers once the $1 federal pricing fully lapses on October 31.
