GPT-5.6 broad availability window opens this week as OpenAI's government preview enters its second half
OpenAI launched GPT-5.6 Sol, Terra, and Luna on June 26, 2026 under an unusual constraint: the U.S. government asked for a partner-only preview before public release. Ten days in, the "coming weeks" window Sam Altman described is now the current week.
What
The GPT-5.6 family contains three tiers. Sol is OpenAI's flagship model, targeted at complex agentic and coding tasks, and introduces two new reasoning modes: max reasoning effort and ultra mode, which coordinates subagents to handle difficult parallel work. Terra is the mid-tier option, priced at $2.50 input and $15 output per million tokens while delivering GPT-5.5-competitive performance at half the cost, per OpenAI's launch announcement. Luna is the fast, low-cost tier at $1/$6 per million tokens. Sol itself is priced at $5/$30 per million tokens.
On the capability side, Sol sets a new state-of-the-art on Terminal-Bench 2.1 for command-line agentic workflows, per OpenAI's announcement. The company also reports improvements on GeneBench v1 (genomics and biology research) and ExploitBench (cybersecurity vulnerability research).
At the U.S. government's request, per TechCrunch, access was restricted at launch to a small group of trusted partner organizations. ChatGPT users still cannot access any of the three models. OpenAI's help center states no specific release date, only that broad availability in ChatGPT, Codex, and the API is planned "in the coming weeks."
Why it matters
For API developers, Terra's pricing is the most immediately relevant data point. At $2.50/$15 per million tokens for performance in GPT-5.5's range, it sits below what GPT-5.5 costs and could shift cost-performance calculations for production workloads. Luna at $1/$6 is OpenAI's cheapest model in the 5.x series.
Sol's new ultra mode is a structural shift: instead of scaling a single agent's compute, it orchestrates subagents in parallel. That is meaningful for development shops already running complex agentic pipelines, since the performance ceiling for a single-agent call is no longer the only lever. If Sol's general access date lands this week, developers will be able to test these modes without a partner invitation.
The government-gated rollout also signals something about where AI safety policy is heading. OpenAI said in its announcement that it does not consider this kind of access process "the long-term default" and called it a one-time step tied to negotiating the cybersecurity executive order framework. Whether the next major release follows the same pattern is an open question.
What to watch next
OpenAI has not published a specific date. Watch the OpenAI changelog and help center for the announcement that Sol, Terra, and Luna move from restricted preview to general access. The other variable is ChatGPT consumer access, which the company listed separately from API access in its help center and has not confirmed a timeline for.
