Tang Wenkan, director of the Shanghai Municipal Commission of Economy and Informatisation, described the unit at a July briefing as "the industry's largest-scale super node." MiniMax's M3 multimodal model is also set for its public debut at the conference. A third announcement, what Tang described as "the world's first AI agent phone," was attributed in secondary coverage to ZTE's Nubia brand; Tang did not name the developer at the briefing.

Xi's address is expected to "systematically elaborate on China's policies, position, visions and propositions on AI development and governance," per ChinaTechNews. China is also formally proposing the World AI Cooperation Organization (WAICO), a Shanghai-based international governance body that Beijing frames as an alternative to existing Western-led AI frameworks.

Xi's appearance at WAIC is the clearest signal yet that AI governance has moved from technical conference territory to direct presidential priority. For operators building on AI APIs that touch multiple jurisdictions, the WAICO proposal carries practical weight: if China secures enough country membership, safety and standards discussions will happen on parallel tracks, one anchored in Geneva-aligned bodies and one in Shanghai.

The Atlas 950 physical display is the near-term concrete stake for anyone tracking the GPU supply chain. An 8,192-NPU rack-scale cluster is the configuration Huawei has positioned against Nvidia H100 training setups. Markets that import Huawei compute, including major data center buyers across the Middle East and Southeast Asia, will get their first direct look at the hardware rather than relying on vendor-provided specifications. What matters to operators using frontier models is whether Atlas 950 enables credible competition for Chinese AI labs that are currently Nvidia-dependent, which would affect model pricing and availability timelines.
